ONE NATION, ONE FUTURE

MFK POLICY PILLAR 01

ECONOMIC JUSTICE

AUDITING THE DEBT AND RESTORING TRUST

CURRENT SITUATION

Public debt has surpassed sustainable levels, absorbing a majority of national revenue in debt service. Past borrowing lacked adequate parliamentary oversight, and significant portions were lost to corruption.

MFK'S VISION

A transparent fiscal system where debt is kept within strict legal caps, public funds are audited in real time, and borrowing is restricted to high-yield capital assets.

OUR POLICY PROPOSALS

MFK's Economic Justice agenda proposes practical reforms to restore fiscal responsibility, strengthen public accountability and protect Kenya's economic future.

01

COMPREHENSIVE DEBT AUDIT

Establish a Comprehensive Debt Audit Commission to undertake a forensic review of Kenya's public debt and examine the legality, terms and use of public borrowing.

02

TRANSPARENCY IN PUBLIC BORROWING

Strengthen parliamentary and public oversight of borrowing, including publication of loan agreements and greater transparency in public debt management.

03

RECOVERY OF PUBLIC RESOURCES

Pursue the recovery of public funds lost through corruption and misuse of public resources, while strengthening investigation and prosecution of economic crimes.

04

RESPONSIBLE FUTURE BORROWING

Ensure that future borrowing is subject to parliamentary approval, public-interest tests and clear productive investment objectives.

IMPLEMENTATION ROADMAP

MFK believes that policy must move beyond promises to measurable action. The Economic Justice agenda will therefore be implemented through a phased programme of immediate, medium-term and long-term reforms.

01

0–12 MONTHS

The first phase will establish the institutional and fiscal foundations required to restore accountability and confidence in Kenya's public finances.

  • Establish a Comprehensive Debt Audit Commission, comprising the Office of the Auditor-General, EACC, DCI and independent forensic auditors, within 7 days of taking office.
  • Freeze non-concessional commercial borrowing pending audit outcomes.
  • Initiate renegotiation and restructuring talks with international lenders under recognized international sovereign debt resolution frameworks.
02

1–3 YEARS

The second phase will strengthen fiscal governance, pursue accountability for illegitimate borrowing and establish stronger parliamentary oversight.

  • Legally challenge and repudiate debts proven through judicial processes to be odious or fraudulently contracted without public benefit, utilizing international arbitration mechanisms.
  • Enforce strict Parliamentary pre-approval and public-interest tests for all foreign and domestic borrowing.
03

3–10 YEARS

The long-term phase will establish sustainable fiscal institutions and safeguards capable of protecting Kenya's economic future.

  • Anchor a statutory debt ceiling capped at 50% of GDP in law.
  • Establish a National Sovereign Wealth Fund funded by natural resource revenues to cushion the economy against external shocks.

MEASURING SUCCESS

MFK believes citizens should be able to assess whether government policies are delivering the promised results.

PUBLIC ACCOUNTABILITY

Progress should be reported transparently and assessed against clearly defined objectives and measurable indicators.
